FEBRUARY MEETING
Third Day,  Saturday,  27 February 2016

 RACE 1:  CLASS 5 - 1200M

RUMPELSTILTSKIN, which was down 19kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

DEPUTY LAW (App S Shafrizal) which was fractious and standing awkwardly, was slow to jump.

SILVERON WINGS (WK Yan) was slow into stride.

OZZY (TM Wan), SILVERON WINGS and LUCK TREASURE (J Chuah), which raced poorly, will each be required to pass a test (1000m/vet) before being declared to race again.

App S Shafrizal, the rider of DEPUTY LAW, in the presence of his acting master, Trainer PK Leong was shown the video of his whip use from the 300m and was warned to ride all his mounts in a manner to leave no room for query.

Post-race veterinary examinations of DEPUTY LAW and LUCK TREASURE revealed no obvious abnormality.

App J Daniel, who rode his 10th winner on CLASSIC ARROW, will now be entitled to claim 3kgs with effect from Monday, 29 February 2016.

 RACE 2:  CLASS 5 - 1200M

ROCKET EXPRESS, a course scratching as it had a bruised off-fore fetlock, will be required to pass a veterinary examination before being declared to race again.

SEE FOR YOURSELF, which was up 26kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

TEEN ANGEL (J Low), which stood and lost considerable ground, will be required to pass one starting stall test before being declared to race again.

Jockey S Sandana, the rider of HOLLYWOOD BOY reported that his mount was not striding out freely. A post-race veterinary examination of HOLLYWOOD BOY revealed no obvious abnormality.

 RACE 3:  CLASS 4 - 1200M

HERE COMES THUNDER (J Shankar) was examined by the Club Veterinary Surgeon behind the barriers and passed fit to start.

D’CREATOR (M Yusri), which stood and lost considerable ground, will be required to pass one starting stall test before being declared to race again.

BAZINGA (SS Vanan) jumped awkwardly outwards, and at the same time, AMITYSHIP (App KC Wong) jumped awkwardly inwards, resulting in HIGHLAND FALCON (App P Mogun) being inconvenienced in this incident.

CAPRICCI PRINCE (TM Wan) and LANDING NORTH (Lou Ho), which were over-racing, were difficult to settle in the early and middle stages.

BLACK SORCERER (S Sandana) steadied off the heels of BAZINGA at approximately the 1000m mark.

Jockey SS Vanan, the rider of BAZINGA dropped his whip at the 350m mark and was warned that a repetition may lead to a penalty being imposed.

Passing the 300m mark, Jockey Lou Ho, the rider of LANDING NORTH dropped his off-side rein and managed to regain it shortly thereafter.

Post-race veterinary examinations of LITTLE BUT FIERCE (App SU Lim) and HERE COMES THUNDER revealed no obvious abnormality.

 RACE 4:  CLASS 5 - 1400M

BERNI DANCER (Lou Ho) was examined by the Club Veterinary Surgeon behind the barriers and passed fit to start.

BERNI DANCER was over-racing and as a result, the saddle slipped forward. A post-race veterinary examination of BERNI DANCER revealed no obvious abnormality.

MARYLEBONE PARK (M Yusri), which raced poorly, will be required to pass a test (1000m/vet) before being declared to race again.

A post-race veterinary examination of CONTENTED (App S Shafrizal) revealed that the gelding had returned with heat stress and as such, will be required to pass a test (1000m/vet) before being declared to race again.

A subsequent post-race veterinary examination was requested on KIM DIVA revealed no apparent abnormality.

At the conclusion of an inquiry today, Jockey SS Vanan, the rider of GLORY BETTING pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding GLORY BETTING at approximately the 300m mark, he allowed his mount to shift inwards, bumping TWELFTH AVENUE (KT Cheng) and taking up his running at approximately the 150m mark, resulting in Jockey KT Cheng having to check and lose ground. In deciding on the penalty, the Stewards took into account his guilty plea, disciplinary record and mitigating factors. Jockey SS Vanan was suspended from riding in races for a period of four Malaysian race days. Acting on the provision of MRA Rule 48(5), the Stewards deferred the commencement of Jockey SS Vanan’s suspension which will take effect from Monday, 7 March 2016 and to expire on Saturday, 26 March 2016, both dates inclusive. He was advised of his right of appeal (3.50pm).

 RACE 5:  CLASS 5 - 1400M

THUNDER WIND (KT Cheng) fly-jumped at the start.

Jockey J Shankar, the rider of FAIRBORN, reported that his mount was not striding out freely. A post-race veterinary examination of FAIRBORN revealed no obvious abnormality.

Jockey S Sandana, the rider of EXCELLENT GOAL, reported that his mount was not striding out freely and was making respiratory noises. A post-race veterinary examination of EXCELLENT GOAL revealed no obvious abnormality.

 RACE 6:  CLASS 4 - 2000M

ONE CUT ABOVE (R Olechea), which could not be loaded, was withdrawn by order of the Stewards at 4.40pm. ONE CUT ABOVE will be required to pass one starting stall test before being declared to race again.

Acting on veterinary advice that MR BONECRUSHER (J De Souza) which was cast in the starting stall, was withdrawn by order of the Stewards at 4.41pm.

Prior to the ‘All Clear’ being given, an objection was lodged by App T Krisna, the rider of TILSWORTH GLENBOY, placed 3rd, against KIM DIVA (J Shankar), the winner, on grounds of alleged interference at approximately the 300m mark. After considering all the evidence, the Racing Stewards upheld the objection and the result of the race was amended as follows:-

1st – COCONUT (App S Shafrizal)
2nd – TILSWORTH GLENBOY (App T Krisna)
3rd – KIM DIVA (J Shankar)
4th – BULLDOG’S PRIDE (App AK Lim)

At the conclusion of an inquiry today, Jockey J Shankar, the rider of KIM DIVA was found guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding KIM DIVA, he allowed his mount to shift inwards from approximately the 400m mark and took up the running of TILSWORTH GLENBOY (App T Krisna) at approximately the 300m mark, resulting in App T Krisna having to check and lose ground.

In deciding on the penalty, the Stewards took into account his clean record and mitigating factors. Jockey J Shankar was suspended from riding in races for a period of two Malaysian race days, effective from Monday, 29 February 2016 and to expire on 6 March 2016, both dates inclusive. He was advised of his right of appeal (6.35pm).

 RACE 7:  CLASS 4 - 1600M

LONHMIN, a course scratching as it had a bruised off-fore fetlock, will be required to pass a veterinary examination before being declared to race again.

This race was delayed for ten minutes to start at 5.20pm due to an objection in Race 6.

IWA ANTILIA (M Yusri) and MARATHON LAD (J Shankar) were slow into stride.

App SU Lim, the rider of APRIL RAIN reported that his mount was not striding out freely. A post-race veterinary examination of APRIL RAIN revealed no obvious abnormality.

 RACE 8:  COSMO C - 1600M

TRIPLE ONE D’BEST and JOYFUL, both course scratching as they both had bruised near-fore fetlock, will each be required to pass a veterinary examination before being declared to race again.

STAR QUALITY and MORE THAN WORDS, which were both up 15kgs in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

This race was delayed for five minutes to start at 5.45pm.

WIND OF SUCCESS (App S Shafrizal) stumbled on jumping.

Jockey J Shankar, the rider of CARBON COPY and App SU Lim, the rider of HALO INSPIRE both reported that their mounts were not striding out freely. Post-race veterinary examinations of CARBON COPY and HALO INSPIRE revealed no obvious abnormality.

The Club Veterinary Surgeon reported that MORE THAN WORDS (HS Gill) had bled and as such, will be barred from racing for a period of three months under MRA Rule 92(3)(a)&(b) and thereafter, pass a bleeder’s test before being declared to race again.

 GENERAL

INQUIRY INTO THE POST-RACE URINE SAMPLE TAKEN FROM "MOONBEAM DAZZLER" WHICH FINISHED 2ND PLACING IN RACE 6 (R113) CLASS 5 – 1100M – JULINDA HANDICAP, SATURDAY, 23 JANUARY 2016, 1ST DAY, PENANG TURF CLUB JANUARY MEETING 2016 WHICH RETURNED POSITIVE TO "TESTOSTERONE", A PROHIBITED SUBSTANCE IN TERMS OF MRA RULES

The Stipendiary Stewards concluded an inquiry into the above matter on Thursday, 25 February 2016 at the Penang Turf Club.

Evidence were taken from Trainer J Tan, the trainer of MOONBEAM DAZZLER, Associate Prof. Dr Tan Soo Choon, Chief Analyst, USAINS BIOMICS and Dr Khor Li Li, Senior Veterinary Surgeon PNTC.

Trainer J Tan was found guilty of a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) and punishable under MRA Rule 134(7) in that he was the Trainer and person responsible for preparing and accepting to run MOONBEAM DAZZLER in the above race in which this horse finished 2nd placing and its post-race urine sample coded "16740" subsequently upon analysis, returned positive to Testosterone, a prohibited substance under the MRA Rules.

When deciding on a penalty, the Stewards took into account Trainer J Tan’s mitigating factors and his previous record. Trainer J Tan was fined a sum of RM10,000. He was informed of his right of appeal (11.55 am).

In addition, in terms of MRA Rule 134(11), MOONBEAM DAZZLER was disqualified from the above race and the results will be amended accordingly.

A subsequent urine sample taken from MOONBEAM DAZZLER on 11 February 2016 was found to be negative to prohibited substances and as such, MOONBEAM DAZZLER has been cleared to race by the Stewards under MRA Rule 134(12).

 

SATURDAY, 13 FEBRUARY 2016, SELANGOR TURF CLUB FEBUARY MEETING 2016

App S Zulfikri was fined RM100 for negligence under MRA Rule 152(5)(a) for failing to submit a written permission from his master to allow him to ride on Saturday, 13 February 2016 at the Selangor Turf Club.

INQUIRY INTO REPORTS RELATING TO POST-RACE URINE SAMPLES CODED "20590" AND "20512" WHICH WERE TAKEN FROM HORSES "NATURE SPIRIT" AND "DASHFUL" IN RACE 4 AND RACE 8 RESPECTIVELY, ON 16 JANUARY 2016 AT THE SELANGOR TURF CLUB, AND POST-RACE URINE SAMPLE CODED "20592" WHICH WAS TAKEN FROM HORSE "GORDON G" IN RACE 3 ON 9 FEBRUARY 2016 AT THE SELANGOR TURF CLUB, AND ALL SAMPLES RETURNED POSITIVE TO "IBUPROFEN", WHICH IS A PROHIBITED SUBSTANCE IN TERMS OF MRA RULES

The Stewards concluded an inquiry into the above matter on 23 February 2016 at the Selangor Turf Club, and evidence was taken from Trainer BT Lim, the trainer of NATURE SPIRIT, DASHFUL and GORDON G, Dr Shri Kanth (Senior Veterinary Surgeon, SLTC), Prof Dr Tan Soo Choon (Chief Analyst, USAINS BIOMICS) and Ms Chan Sue Hay (Senior Analyst, USAINS BIOMICS).

Trainer BT Lim was found guilty of a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) and punishable under MRA Rule 134(7) in that he was the trainer and person responsible for presenting and racing the horse NATURE SPIRIT which finished first in Race 4 on 16 January 2016 at the Selangor Turf Club, and its post-race urine sample subsequently returned positive to "Ibuprofen", a prohibited substance under MRA Rules.

 

Trainer BT Lim was found guilty of a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) and punishable under MRA Rule 134(7) in that he was the trainer and person responsible for presenting and racing the horse DASHFUL which finished third in Race 8 on 16 January 2016 at the Selangor Turf Club, and its post-race urine sample subsequently returned positive to "Ibuprofen", a prohibited substance under MRA Rules.

Trainer BT Lim was also found guilty of a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) and punishable under MRA Rule 134(7) in that he was the trainer and person responsible for presenting and racing the horse GORDON G which finished first in Race 3 on 9 February 2016 at the Selangor Turf Club, and its post-race urine sample subsequently returned positive to "Ibuprofen", a prohibited substance under MRA Rules.

In assessing the penalty, the Stewards took into consideration Trainer BT Lim’s mitigating factors and previous record. Trainer BT Lim was fined RM10,000 for each charge (a total of RM30,000) and was advised of his right of appeal (11:50am).

In addition, in terms of MRA Rule 134(11), NATURE SPIRIT, DASHFUL and GORDON G were all disqualified from the races and the results will be amended accordingly.

Trainer BT Lim subsequently exercised his right of appeal. The appeal hearing will be held at a date to be fixed.

 

INQUIRY INTO JOCKEY S THAI YANG’S FAILURE TO PROVIDE A URINE SAMPLE AND ATTEND AN INQUIRY AS DIRECTED BY THE STEWARDS ON SATURDAY, 13 FEBRUARY 2016

The Stewards, on 23 February 2016 at the Selangor Turf Club, concluded an inquiry the above matter and evidence was taken from Jockey S Thai Yang.

Jockey S Thai Yang pleaded guilty to a charge under MRA Rule 152(5)(b) in that on Saturday, 13 February 2016, he was given a Stewards’ directive to remain on course to provide a urine sample, however, he failed to do so and he also failed to notify the Stewards personally prior to leaving the course on that day.

In assessing the penalty, the Stewards took into consideration Jockey S Thai Yang’s guilty plea, mitigating factors, previous record and his submissions on penalty. He was suspended from riding in races for a period of three months with immediate effect from 23 February 2016 and to expire on 22 May 2016, both dates inclusive. He was advised of his right of appeal (11:30am).

 

POST-RACE URINE: 6 FEBRUARY 2016
SELANGOR TURF CLUB FEBRUARY MEETING 2016

The report dated 18 February 2016 (V16/20) from the Chief Analyst of Veterinary Forensic Laboratory stated that 25 coded urine and 25 sets of coded blood samples from the above-mentioned race meeting were received on 6 February 2016, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 18 February 2016 (V16/21)from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 coded urine samples from the above-mentioned race meeting were received on 6 February 2016, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

 

POST-RACE URINE: 9 FEBRUARY 2016
SELANGOR TURF CLUB FEBRUARY MEETING 2016

The report dated 18 February 2016 (V16/22) from the Chief Analyst of Veterinary Forensic Laboratory stated that 23 coded urine and 25 sets of coded blood samples from the above-mentioned race meeting were received on 9 February 2016, for analysis under the MRA Rules and Regulations.

No prohibited substances were detected except for sample coded "20592" which revealed the presence of "Ibuprofen". After decoding the sample number, it was established that this sample was reported to have been taken from the horse "GORDON G" which finished first in Race 3 on 9 February 2016 at the Selangor Turf Club February Meeting 2016.

On 23 February 2016, Trainer BT Lim was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards, and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee sample. An inquiry relating to this matter was also held on 23 February 2016.

The report dated 18 February 2016 (V16/23) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 coded urine samples from the above-mentioned race meeting were received on 9 February 2016, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

POST-RACE URINE: 13 FEBRUARY 2016

The report dated 18 February 2016 (V16/25) from the Chief Analyst of Veterinary Forensic Laboratory stated that 27 coded urine and 29 sets of coded blood samples from the above-mentioned race meeting were received on 13 February 2016, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

PRTC FEBRUARY MEETING – 2ND DAY, SUNDAY, 21 FEBRUARY 2016

In view of a veterinary report submitted by Dr. Khor Li Li, Head of Veterinary Department, PNTC, the test card issued to CUSTODIAN (J760) on 21 February 2016 was rescinded and the gelding will be required to pass a veterinary examination before being declared to race again.
