Sungei
based trainer K Velayutham, or Velu as the former jockey was popularly
known, was disqualified a total of three years effective yesterday and fined
RM20,000 after the stipendiary stewards concluded on Monday their inquiry
into the items seized from his stables on November 5 in Kuala Lumpur.
Velu faced four charges and was found guilty on all four of them. (1) Velu was found guilty of a charge under MRA Rule 203 (c) (i) that on November 5, 2003, he had in his possession in his offices at the stables of the Selangor Turf Club (SLTC), the means of parental administration, namely three pre-filled syringes with hyperdermic needles attached labelled EPREX 4000, 0.4 ml Erythroietin (E.P.0) without the authorisation of the official veterinary surgeon. (2) Velu was found guilty of a charge under MRA Rule 203 (c) (ii) that on November 5, 2003, he had in his possession in his offices at the stables of the SLTC, a prohibited substance, namely 200 Phenylbutazone tablets without the authorisation of the official veterinary surgeon. (3) Velu was found guilty of a charge under MRA Rule 203 (c) (ii) , that on November 5, 2003, he had in his possession in his offices at the stables of the SLTC, a prohibited substance, namely Caffeine, in a bottle of ITZ Magic without the authorisation of the official veterinary surgeon. (4) Velu was found guilty of a charge under MRA Rule 203 (c) (ii), that on November 5, 2003, he had in his possession in his offices at the stables of the SLTC, the prohibited substances, namely Guaifenesin and Pyrilarmine, in a bottle of cough syrup without the authorisation of the official veterinary surgeon. Evidence was also taken in respect of the three pre-filled syringes with hyperdermic needles attached labelled EPREX 4000, 0.4 nil Erythropoietin (E.P.0), referred to in the first charge, which went missing from the offices of the MRA sometime between 1.05pm and 1.35prn on November 5, 2003. The evidence adduced revealed that after having his statement taken, he (Velu) requested to leave the office of the MRA to go to the bathroom, at which time the exhibits were placed in an office of the MRA. Subsequently, when Velu returned with a companion at approximately 1.40pm the exhibits were gathered by an official and placed in the MRA Meeting Room for Velu to witness the sealing of the said items for analysis by Usains Holding Sdn Bhd. After signing his statement, Velu refused to witness the sealing of the said items and, although directed to remain, left the offices of the MRA. In his absence, Dr Shri Kanth and Louis Lawrence commenced to seal the items. However, it was discovered that the three pre-filled syringes with hyperdermic needles attached labelled EPREX 4000, 0.4 ml Erythropoietin (E.P.0) were missing. A thorough search of the premises failed to locate the items and a subsequent police report was lodged by the MRA on November 5, 2003 at the Puchong Police Station. As the stewards could not be comfortably satisfied as to the identity of the person/persons involved with the taking of the three syringes, they therefore left an open finding. However, the stewards reserve the right to re-open the matter should any evidence be further adduced that may assist them in their inquiries. Velu’s disqualification takes effect yesterday and the Stewards directed the disqualifications be served consecutively and further ordered that they run concurrently with the two-year disqualification issued to him under MRA Rule 53 (b) (ii) on November 11. Velu was disqualified for two years on November 11 on two counts of disobeying an order of the Stipendiary Stewards for failing to remain at the offices of the MRA as a witness to the sealing of the items seized from his stable; and, for failing to comply with an order from an MRA official issued to him to return to the offices of the MRA. |
