Leong and Innes

Christopher Innes were each disqualified one year at the conclusion of
separate inquiries yesterday.
In respect of matters relating to REAP WITHOUT, which won Race 10 on 1 August 2004, the first day of the Selangor Turf Club July/August Meeting, trainer Leong pleaded guilty to a charge under MRA Rule 203(b) in that he presented the racehorse REAP WITHOUT on that day in which REAP WITHOUT took part and won, and a subsequent urine sample taken from the gelding had upon analysis detected in it a prohibited substance, Testosterone. Further, Leong pleaded guilty to a charge under MRA Rule 226(a)(i) in that he did on or about 29 June 2004 at his stables of the Perak Turf Club, administer to the registered racehorse REAP WITHOUT using a hyperdermic syringe, a substance which in the opinion of the Club Veterinary Surgeon is not a normal item of diet of a racehorse in training, without the authorisation of the Club Veterinary Surgeon. In assessing penalty, the Stewards took into account Leong’s good record as a licenced person for almost 20 years with the Malayan Racing Association, his forthright manner in which he had presented his evidence and the assistance he had given throughout the inquiry. Leong was disqualified for one year on each charge with immediate effect. The Stewards ruled that the sentences were to run concurrently and Leong was given three weeks from 7 September 2004 to finalise his affairs. Acting under the powers of MRA Rule 203(c)(i), the Stipendiary Stewards disqualified REAP WITHOUT from its race and amended the placings to read: 1st - REZEKI FOR ME In the resumed inquiry into the training activities of trainer Hoy Kee Poh, further evidence was taken from Innes and Hoy. Hoy pleaded guilty to a charge under MRA Rule 45(d) in that he, a licenced trainer with the Malayan Racing Association, did between 1 May 2004 and 28 June 2004 acted in the capacity as an assistant to Innes, not being a holder of a trainer’s licence, whom he (Hoy) permitted to train the racehorses KUALA DIPANG, JERAM, JERAM MAS, GOLDEN ENERGY, KISS OF DRAGON, WONDERFUL DRAGON, CITY EMPEROR, POWER HERO, JERAM FIGHTER, POWER OF GOLD and GOLDEN HUNTER at the Perak Turf Club when these horses were at all material times under his charge. Innes pleaded not guilty to a charge under MRA Rule 45(a) in that he, a licenced track work rider not being a holder of a trainer’s licence issued by the Malayan Racing Association, did between 1 May 2004 and 28 June 2004, train the above-mentioned racehorses at the Perak Turf Club when these horses were at all material times under the charge of Hoy. Innes subsequently requested an adjournment to provide further evidence and witnesses, to which the Stewards acceded. However, approximately one hour later, Innes advised the Stewards that he no longer wished to call any witnesses and sought permission from the Stewards to proceed with the matter. Innes’s request was granted and as Hoy had returned to Ipoh, his case will be reconvened at a date to be fixed. Innes was subsequently found guilty of the charge and in considering penalty the Stewards took into account the seriousness of the offence and disqualified him for a period of one year with immediate effect. |
