Trainer K Velu's
disqualification reduced

Kuala Lumpur trainer K Velu, who is serving a
four-year disqualification, has his "sentence" reduced to one year
after an appeal yesterday. However, his fine of RM20,000 was confirmed.
This means that he will serve his time until 22 December this year. Velu was on 22 December 2003 found guilty of four charges under MRA Rule 203(c)(i) and MRA Rule 203(c)(ii), disqualified one year each on three charge and fined RM20,000 on another. On 12 January 2004, Velu was also disqualified six months each on two charges for misconduct. All the sentences were to run consecutively. The Stipendiary Steward’s report issued today follows: APPEAL BY K VELU AGAINST THE THREE-YEAR DISQUALIFICATION AND A FINE OF RM20,000 UNDER MRA RULE 203(c)(i) AND MRA RULE 203(c)(ii) IMPOSED ON 22 DECEMBER 2003 The Race Meeting Stewards of the Selangor Turf Club on Tuesday, 6 July 2004 heard the appeal regarding the following charges: 1. That Mr Velu was found guilty of a charge under MRA Rule 203(c)(i) the particulars being on 5 November 2003 in his office at his stables of the SLTC, he had in his possession the means of parental administration namely three pre'filled syringes with hyperdermic needles attached labelled EPREX 4000, 0.4 ml Erythropoietin (E.P.O) without the authorization of the Official Veterinary Surgeon on this charge Velu was disqualified for a period of one year. The Racing Stewards upheld the appeal in respect of this charge. 2. That Velu was found guilty of a charge under MRA Rule 203(c)(ii) the particulars being on 5 November 2003 in his office at his stables of the SLTC, he had in his possession a prohibited substance, namely 200 Phenylbutazone tablets without the authorization of the Official Veterinary Surgeon on this charge Velu was disqualified for a period of one year. The Racing Stewards dismissed the appeal in respect of this charge. 3. That Velu was found guilty of a charge under MRA Rule 203(c)(ii) the particulars being on 5 November 2003 in his office at his stables of the SLTC, he had in his possession a prohibited substance, namely Caffeine, in a bottle of ITZ Magic without the authorisation of the Official Veterinary Surgeon on this charge Velu was disqualified for a period of one year. The Racing Stewards dismissed the appeal in respect of this charge. 4. That Velu was found guilty of a charge under MRA Rule 203(c)(ii) the particulars being on 5 November 2003 in his office at his stables of the SLTC, he had in his possession a prohibited substance, namely Guaifenesin and Pyrilamine, in a bottle of cough syrup without the authorization of the Official Veterinary Surgeon on this charge Velu was fined a sum of RM20,000.00. The Racing Stewards dismissed the appeal in respect of this charge and confirmed the penalty. The panel ordered that the penalties of one-year disqualification in respect of charges 2 & 3 be served concurrently. Further the Racing Stewards reviewed the penalty in respect of the one year disqualification incured by Velu on the 12 January 2004 for tampering with evidence, ordering that the disqualification be served concurrently with charges 2 & 3, therefore the term of Velu’s disqualification will expire on 21st December 2004. K Velu’s deposit was forfeited. APPEAL BY CHARLES MARAN A/L ARUMUGAM (LICENSED SYCE TO PETER TENNENT) AGAINST THE SEVERITY OF THE SIX MONTHS SUSPENSION IMPOSED ON 12 MAY 2004 FOR CONTRAVENING MRA RULE 204(5)(ii) IN THAT HE PROVIDED A SAMPLE OF HIS URINE WHICH CONTAINED PROHIBITED SUBSTANCE CANNABIS The Race Meeting Stewards of the Selangor Turf Club on Tuesday, 6 July 2004 heard the above appeal and after taking into consideration submissions from Trainer Peter Tennent, syce Charles Maran and the Chief Stipendiary Steward they dismissed the appeal however reduced the sentence to expire on 31 July 2004. He was advised that he must provide a urine sample clear of any prohibited substance prior to commencing work again. Further the Racing Stewards ordered that should Charies Maran re-offend in future, the balance of the suspension would be imposed along with any penalty the Stipendiary Stewards deem applicable. His deposit was forfeited. |
