Troy Jackman disqualified
one year

Perth jockey Troy Jackman has been
disqualified one year after the conclusion of an inquiry into alleged
incidents during the period January 8 to July 8 whilst he held a visiting
jockey’s permit with the Singapore Turf Club. The alleged incidents led
him to being charged in the District Court.
At the conclusion of an inquiry today, Jackman pleaded guilty to three charges brought against him under MRA Rules of Racing 200(2)(a) of the Malayan Racing Association. The particulars of the charges were as follows: 1. in that he, Troy Kenneth Jackman, whilst licensed as a Visiting Jockey with the Singapore Turf Club during the period January 8 to July 8, 2005, did on a day in March 2005, at Regent Grove Condominium, Singapore, communicated indirectly with a person through a third party, for a reward of the sum of S$1,500.00, for doing an act, to wit, by agreeing to give racing tips, which are not publicly available and without the authorisation of the owner or the owner’s representative, on horses in the Race Meeting organised by the Singapore Turf Club; 2. in that he, Troy Kenneth Jackman, whilst licensed as a Visiting Jockey with the Singapore Turf Club during the period January 8 to July 8, 2005, did on a day in June 2005, at Regent Grove Condominium, Singapore, communicated indirectly with a person through a third party, for a reward of the sum of S$1,500.00, for doing an act, to wit, by agreeing to give racing tips, which are not publicly available and without the authorisation of the owner or the owner’s representative, on horses in the Race Meeting organised by the Singapore Turf Club. 3. in that he, Troy Kenneth Jackman, whilst licensed as a Visiting Jockey with the Singapore Turf Club during the period January 8 to July 8, 2005, did on June 29, 2005, at the vicinity of Paramount Shopping Centre, Singapore, communicated directly with a person, for a reward of the sum of S$1,500.00, for doing an act, to wit, by agreeing to give racing tips, which are not publicly available and without the authorisation of the owner or the owner’s representative, on race horses "REAL WARRIOR" and "TAURUS", which had won Race 4 and placed second in Race 5 respectively in the Race Meeting organised by the Singapore Turf Club on June 26, 2005. Jackman was disqualified for a period of one year under each charge. The penalties are to be served concurrently. Stewards took into account his guilty plea, his record and the fact that Jockey Jackman was not issued a clearance pending this inquiry and as such, has not been permitted to be licensed by any other racing jurisdiction since July 2005. As such, Stewards determined that Jockey Jackman’s disqualification shall take effect from July 1, 2005 until June 30, 2006 inclusive. He was advised of his right of appeal. |
