Leck withdraws appeal against $90,000 fine

SINGAPORE,  27 September 2007

Trainer Charles Leck has withdrawn his appeal against a total of $90,000 fine imposed on him after six of his charges returned positive swabs last year.

The six horses, MAGIC EIGHT, ROYAL ZEST, BREADWINNER, DIAMOND N ACE, VALIANT MASTER and THE GENERAL, who either won or was placed in May and June last year were also disqualified from their races after their samples were shown to contain Ranitidine.

Leck was fined $15,000 for each instance at the conclusion of an inquiry on September 26 last year during which Leck was charged under MRA Rule Of Racing 134(5).

Leck subsequently exercised his right of appeal against the decision of the Stipendiary Stewards and the penalty imposed on him on all charges.

On January 19, the race meeting stewards commenced the appeal in regard to the charges.

The race meeting stewards considered initial submissions in regards to points of orders from Leck’s legal counsel and the chairman of the inquiry panel. The race meeting stewards were advised by Leck’s legal counsel that they will be seeking judicial review against their findings. In view of this, the race meeting stewards adjourned the appeal to a date to be fixed.

Yesterday, the Singapore Turf Club was advised that Leck’s legal counsel will not be seeking judicial review for these cases and that Leck has requested that he be allowed to withdraw his appeals.

After consideration, the race meeting stewards acceded to a request from Leck to withdraw his appeals against all the charges and penalties imposed on him. His deposit was forfeited.
