Trainer Lim Hoon Seng was
found guilty of two charges and fined a total of RM18,000 when he Stewars
conclude an inquiry today into s statement made by him at a trainer’s
meeting at the Penang Turf Club on June 10 and the subsequent handing over
of three urine specimen bottles to the Stipendiary Stewards.
Lim was found guilty of a charge under MRA Rule 152(5)(a) for misconduct in
that he, being a licensed trainer of the Malayan Racing Association, on
March 21, after the running of Race 4 at the Penang Turf Club, did an
improper act to wit instruct his Syce Murali a/l Arumugam (S788) who was at
that material time working for him, to obtain a urine bottle containing
urine of horse OLYMPIC SUN from the post-race urine collection personnel
after it had competed and ran 2nd in that race, in breach of the
conventional procedure and practice in relation to the integrity of the
urine collection process.
When deciding on penalty, the Stewards took into consideration Lim’s
mitigating factors and his previous record. He was fined RM8,000 and was
advised of his right of appeal.
Lim was also found guilty of a charge under MRA Rule 152(5)(b) for
disobeying the order of the Stewards in that he, being a licensed trainer of
the Malayan Racing Association, on June 6 June 2009, after the running of
Race 7 at the Selangor Turf Club, he instructed his Syce Salleh Bin Ahmad
(S789) to obtain a urine bottle containing urine of horse OLYMPIC SUN from
the post-race urine collection personnel after it had competed and won that
race, despite being informed earlier by the Stipendiary Stewards and the
Senior Veterinary Surgeon of the Perak Turf Club on May 2 that this practice
is not permitted and therefore had disobeyed the orders of the Stewards or
those they appoint.
When deciding on penalty, the Stewards took into consideration Lim’s
mitigating factors and his previous record. He was fined RM10,000 and was
advised of his right of appeal. |
