Trainer Treloar fined S$40,000

SINGAPORE:  Oct 21, 2010

Trainer Len Treloar has been fined a total of S$40,000 following the seizure of items and medications from his stables.

At a routine stable inspection of his stable on Jun 2, a number of items and medications were seized and sent to the Singapore Turf Club (SNTC) Laboratory for analysis. The SNTC Laboratory subsequently reported that one of these medications was found to contain Strychnine, which is a prohibited substance under the MRA Rules of Racing.

Treloar was notified of the findings and the provisions of MRA Rules of Racing 137 regarding his rights and obligations concerning the referee sample.

Treloar subsequently exercised his right to have the referee sample sent overseas for independent analysis. The independent analysis of the referee sample overseas confirmed the presence of Strychnine.

Stipendiary Stewards conducted another inspection of Treloar’s stables on Jun 29. As a result of this inspection, some items and medications were seized and sent to the SNTC Laboratory for analysis. The SNTC Laboratory subsequently reported that one of these medications was found to contain Strychnine, Brucine and Atropine, which are prohibited substances under the MRA Rules of Racing.

Treloar was notified of the findings and the provisions of MRA Rules of Racing 137 regarding his rights and obligations concerning the referee sample. Trainer Treloar subsequently advised that he did not wish to exercise his rights to have the referee sample sent overseas for independent analysis.

At the conclusion of an inquiry on Tuesday, the Stipendiary Stewards found Treloar guilty to two charges under MRA Rule of Racing 33(4)(b). The particulars of the charges were:

(1) In that he, Trainer L Treloar, did in the afternoon of Thursday, 27 May 2010, allow a bottle labelled JUROCYL to be taken into his stables, and which upon subsequent analysis, was found to contain medication containing the prohibited substance, Strychnine.

(2) In that he, Trainer L Treloar, during a stable inspection on Tuesday, 29 June 2010, was found to be keeping two bottles of Dr Bell’s VMW in his Stables, and which upon subsequent analysis, was found to contain medication containing the prohibited substances, Strychnine, Brucine and Atropine.

When deciding on penalty, the stewards took into account his record and the nature of the charges. Treloar was fined a sum of S$20,000 for each charge, amounting to a total of S$40,000 and was advised of his right of appeal.
