Apprentice Chin disqualified one year

Apprentice Chin Chee Seng has been disqualified one year and fined S$25,000 for his handling of THREE KINGS in a Class 5 - 1800m handicap here on June 17.

THREE KINGS, trained by Dr Yeoh Kheng Chye, set the pace from the start but was caught by IRISH FLASH who won by three-quarter of a length.

The inquiry into the run of THREE KINGS was concluded yesterday. After taking evidence from Chin, his master, trainer Bruce Marsh and trainer Yeoh, Chin was found guilty to a charge under MRA Rule 44(8) for failing to take all reasonable and permissible measures to obtain the best possible placing. The particulars of the charge are:

1. from the 400m to approaching the 200m, he failed to ride with sufficient vigour and determination;

2. from near the 200m when he looked to his outside on two occasions , he failed to see IRISH FLASH (J Moreira) when it was reasonable to do so and failed to ride with sufficient vigour and determination; and

3. inside the 100m, he had a sustained look for a number of strides to the inside in the vicinity of the Infield Screen and failed to see IRISH FLASH when it was reasonable to do so and failed to ride with sufficient vigour and determination.

When deciding on penalty, the Stewards took into account the nature of the charge and his record. Chin was disqualified for a period of one year with immediate effect from yesterday to June 26, 2013, both dates inclusive and in addition, he was fined a sum of S$25,000. He was advised of his right of appeal.
